Proof of ID - Garda Vetting – National Vetting Bureau [Children & Vulnerable Persons] Act,2012
The Act, is due to be enacted on 29th April 2016 [government permitted]. There is a ‘stop’ date for receiving of the old garda vetting form from 15th April for approximately two weeks to allow for clear out of the old forms. A new form will now be utilised now for Garda Vetting and e-vetting will be piloted. It is expected that the e-vetting system will see garda vetting being completed within twenty four hours if the employee has a ‘clear record’.
The proof of ID of the individual being Garda Vetted is the responsibility of the employer [childcare provider/organisation]. In addition to a driving licence or passport an additional means of verification such as utility bill [gas, telephone, or electricity], Bank/Building Society/Credit Union Statement or other listed ID will be required. The idea is that each item is weighted eg. Passport 70 marks so that the employer ensures the two pieces of ID total more than 100 marks are submitted by the employee. Both forms of ID should be kept on file. Employers may also be subject to spot checks to ensure they have compiled the correct information regarding proof of ID.
A 100 point checklist is being introduced so employers will be required to ensure that they have the relevant proof of ID. The requirement will be that employers should ensure before they submit their potential employee for garda vetting that they have completed the 100 point identifier checker. At least one form of photographic evidence will be required.
