We have just received some further clarifications from Tusla regarding qualifications and regulatory requirements in accordance with the Child Care Act 1991 (Early Years services) Regulations 2016. :
All staff who work directly with children need to have the QQI Level 5 in ECCE or equivalent.
The exceptions are:
CE workers as these are categorised as trainees if they don't have the qualification. If they have the qualification they can be in ratio
SNAs from another agency who are supporting a specific child
Support provided through the AIM programme relating to the Specialist support: Level 6 therapeutic support (OTs, SLTs etc)
A PA attached to an individual child (or equivalent) where this person supports the child with medical needs
